Biography Me Brière started his career teaching public law at the Université Laval’s Faculty of Law. He later served as a legislative counsel and drafter for the government of Quebec before becoming deputy minister for intergovernmental affairs.

Me Brière has practiced law in Quebec since 1976. For the past 10 years, he has been a partner with the firm Lavery. His expertise is in the areas of administrative, constitutional, natural resources, health and aboriginal law, and in drafting and interpreting laws.

Over the years, he has taken part in the designing, drafting and parliamentary committee review process for a large number of government bills submitted to the National Assembly of Quebec. He has also chaired a committee of experts that, on behalf of the Minister of Justice of Canada, drafted and published the French version of the constitutional laws of Canada pursuant to Section 55 of the Constitution Act, 1982.

Me Brière holds the Chaire de rédaction juridique Louis-Philippe Pigeon from the Université Laval’s Faculty of Law. The role of the Chair is, among other things, to promote the use of plain language in legal drafting.
